The 1999 Constitution as amended, is crystal clear on Abuja and 25% of votes.
Even if a presidential candidate scores 25% of votes in all the 36 states of Nigeria but failed to score 25% of votes in Abuja federal capital territory, such a presidential candidate is not qualified to be pronounced president-elect, talk less, be president of Nigeria.
Nobody goes to ister a territory where he is not welcome; the drafters of the constitution took this into consideration for enactment of the 25% votes requirement from Abuja.

Nigeria's Constitution is clear on Abuja and ELECTION:
a presidential candidate must win 25% of votes of Abuja residents before declared winner of presidential election.

The Constitution is clear on ISTRSTION of Abuja: it says that Abuja can be regarded as a state for istration purposes, with the Federal House of Reps acting as Abuja's legislative Assembly; while the 5 area councils of Abuja be regarded as the local government areas of Abuja federal capital territory.
Nigeria's Constitution can't be rewritten or misinterpreted because some people want Tinubu to succeed President Buhari. Doing that must amount to asking voters to not participate in future elections in Nigeria.
