Check studyinfo(dot)fi you will see the list of schools(UAS included) and their tuition fee, including those that offer early bird discount for the first year.

Good cities are always the ones that are bigger,and where more international students are found. You can use the population of each as a pointer. For example , you can't compare Lagos, or Abuja with gombe, or zamfara. In addition, any university found in those big cities are good ones.
2. I have a tight budget, and as such would like to maximize the most of scholarship opportunities and cheap tuition.
You should reconsider your plans. Nursing is 3 years, and their school fees falls within 10k - 13k euros for each year. Some don't offer discount, while others offer around 20 percent discount for early bird students (acceptance of ission ,and paying your fees within a stipulated time frame given to you). Trying to use student job gotten to pay such fee is not realistic.

My answers are in bold inside your quote. With regards to your raised concerns, I will advise you to apply to schools of best fit, and your own personal choice. No need using another person's school choice as your own point of application.

For scholarships, go through all the schools offering nursing, to know the ones which offers scholarships, and its percentage. In my own personal opinion, apply to schools outside their major cities. You might stand a chance of being itted.

work and study are legal in Finland.

You are allowed to work full-time during academic breaks/holidays.

having savings to spare for folks back home is relative(depending on your lifestyle).
