Simple is that people perceive the risk of lending money to you to be lower , that they are more likely to get their money back and therefore the interest rate you have to pay when you borrow is lower

For it too get to the masses , he must first sought out the macroeconomics indicators which he is doing and it can't be felt by the masses now.. like the fx issues, subsidy , ways and means, debt payments, net export ,etc.
