i think the issue isn't really about whether or not handing out palliative is good. The issue is, to whom were these food palliative given? Most people DIDN'T get anything and those who got anything, whatever was given was paltry enough to be assumed as completely insignificant: 1 loaf of bread, a split pack of spaghetti, 1 meal's worth of rice etc.

there are one million and one things wrong with it. Palliatives is a last resort and not a meaningful solution to any problem. Nigerians should be able to afford food, not giving them 2 Congo of rice.

N86m per constituency is about 1000 bags of rice (@90,000) per bag. Let's say the government gets the bags at significant discounts of 50%, that is 2000 bags per constituency.

A constituency has an average of 700,000 people.

If the poverty rate in nigeria is at 40%, that means 280,000 people need that rice.

Let's say a bag is shared among 10 people, so 10×2000 = 20,000.

So, out of every 280,000 people in poverty, only 20,000 get some form of succour, assuming the government shared the pallatives fairly.

So less than 10% of the people apc pushed into poverty benefited from the pallatives...

Think for a minute here and stop licking the feet of a terrible government. At N100 per meal, that amount would only provide one meal for Nigeria's poor people. So you are clapping for a government that provided a plate of rice in an entire year to the average poor Nigerian. Let's begin to use our brains and apply the primary school maths Uncle John taught us.
Note, that there are more than 100 million poor Nigerians.
This was a complete waste of money.
